Vacancy Overview 2012 Report

The Expert Group on Future Skills Needs published its third Vacancy Overview report, which outlines the areas where job vacancies arose during 2012. Through an analysis of almost 100,000 vacancies (from two sources – Department of Social Protection/FÁS Jobs Ireland and IrishJobs.ie), the Vacancy Overview shows that vacancies continue to exist for most occupations with a strong demand for those with work experience, third level qualifications and/or foreign language skills.

- This report presents the results of two surveys carried out by Franklin Research on behalf of FÁS. The first is a sample survey of participants on FÁS training and employment programmes and the second is a survey of participants on FÁS Specialist Training Programmes for people with disabilities. The findings relate to employment and progression outcomes, and the perceived usefulness of the programme. The report includes survey findings from previous years. This year’s survey shows an improvement in the employment outcomes of participants compared to the previous survey; however, unemployment remains high.

The Expert Group on Future Skills Needs (EGFSN) published the 2011 update of the National Skills Bulletin, its annual review of employment trends and demand for skills in Ireland. This year’s Bulletin shows that the rate of deterioration in the labour market during 2010 was slower than in 2009. Despite the decline in employment and diminished job opportunities in most segments of the Irish labour market, vacancies, and in several areas skill shortages, continue to exist.

• The unemployment rate is forecast to average 13.4% in 2010 before falling modestly to 13.1% in 2011, although the level of long-term unemployment is expected to continue to increase.
• Average employment is estimated to have fallen by 87,000 this year. a, further, smaller, fall of 22,000 is expected for 2011.
• Vacancies notified to FÁS are up 16% year-to-date, but still remain low by pre-recession standards. equally, redundancies have dropped from last year but are still relatively high compared with 2008 and earlier years.

Monitoring Ireland’s Skills Supply: Trends in Education and Training Outputs’ is the fourth annual report compiled by the Skills and Labour Market Research Unit (SLMRU) at FAS on behalf of the Expert Group on Future Skills Needs (EGFSN). The report collates all available data on the inflows and outflows from the formal education system (comprised of primary level, second level, further education and training, and higher education) which spans levels 1-10 on the National Framework of Qualifications (NFQ)..
This year’s report shows that in Ireland more than 192,000 awards were made across NFQ levels 1-10 in 2008 (higher education awards data refers to 2007). There were
approximately 56,000 Junior Certificate sits (level 3)
approximately 55,600 Leaving Certificate sits (levels 4 & 5)
over 24,400 FETAC awards (major awards only, levels 1-6)
approximately 56,300 higher education awards made at institutes of technology and universities (levels 6-10); the number of PhD awards (level 10) exceeded 1,000 for the first time.

- This report provides a detailed analysis of the employment and skills needs of the construction industry over the period of the National Development Plan 2007-2013. It contains detailed profiles of output and employment in each of the main sub-sectors of the industry, new residential development, repair and maintenance, commercial development and civil engineering. It shows that the volume of activity in the commercial and residential sectors is at unsustainable levels and will contract significantly from 2008 onwards. The report draws out the implications of this contraction for the market demand for construction-related skills.
On a more positive level, the report identifies two areas as having the potential to create new employment opportunities provided appropriate up-skilling is available; sustainable construction and new building methods and techniques. The report devotes an entire chapter to each of these issues because the authors believe that these two issues will have a profound impact on the industry and, in particular, on changing skill requirements, over the period 2008-2013.

- The CSO carried out a survey of training in Irish companies as part of the EU-wide CVTS3 survey in 2005. FAS has compiled the main results of the Irish survey into a report. The survey covered companies employing 3 or more persons in all sectors except agriculture – a total of 58,700 companies. The report presents information on the number and type of companies providing training and on the types of training courses attended. It also contains data on expenditure on training courses. The reasons why companies do not train are presented. Finally, the report makes some comparisons between the Irish and other countries’ results.

- The movement of the Irish economy into recession in the first half of this year has coincided with a dramatic reversal in the fortunes of the labour market which is expected to worsen in the short-term. Looking ahead, we expect annual average employment to fall slightly by 0.2% this year, followed by a decline of 3.8% in 2009. The construction sector will bear the brunt of the job losses, falling by 19.4%, with lay-offs in the house-building sector being compounded by redundancies in the commercial sector as the demand for office & retail property dries up. Furthermore, we forecast total services employment to fall by 1.3% in 2009.

- This paper adopts a more holistic assessment of the Irish labour market by using ten performance indicators which relate to the triple objectives of full employment, productivity and social inclusion, arising from the EU Lisbon Summit in the year 2000. Overall, this broader approach shows Ireland in a positive light vis-à-vis our EU counterparts while at the same time highlighting aspects of our labour market that could be improved.

- This study was commissioned by FÁS on behalf of the Expert Group on Future Skills Needs in order to establish the current position in relation to meeting the soft skills requirements in the work place in Ireland and to identify any areas in which recommendations can be made for improvement. Soft skills are defined as "the inter-personal and intra-personal skills required in order to be effective in the workplace". The report examines trends with regard to soft skills requirements arising from the introduction of new forms of working, both in Ireland and elsewhere. It finds that while there are many examples of good practice within both the workplace and the educational system, there is no clear national policy or framework to provide a cohesive structure or direction.
